Chandra Bhanu Gupta has served three terms as chief minister of Uttar Pradesh. (7 December 1960 – 2 October 1963, 14 March 1967 – 3 April 1967, and 26 February 1969 – 18 February 1970). Gupta joined the Indian independence movement at 17 when he took part in anti-Rowlatt Bill demonstrations in Sitapur. He was elected President of Congress Party for Lucknow in 1929.

He never got a full five-year tenure; remained a major political player for over two decades, even as he switched to Janata Party in 1977.
Social Contribution
Gupta was the main force behind the Motilal Nehru Memorial Society, which set up various educational, social welfare, and cultural centers in Lucknow. These include Ravindralaya, Children Museum, Bal Vidya Mandir, Acharya Narendra Dev Hostel, Homeopathic Hospital, several Degree Colleges, and a Public Library in Lucknow. Actively advised by Nirmal Chandra Chaturvedi, he introduced several schemes for the social, cultural, and educational development of the city.
Death
The three-time CM Mr. Gupta expired on 11 March-1980 at the age of 77.
